Summary
Encloses three New York papers of 28 and 29 April, and 1 May. Extracts from Lord North's speeches reported in the papers seem to indicate a vigorous prosecution of the war. Washington sees no reason to disbelieve that England has money to pay fighting men; that England, at peace with Europe can maintain a balance of naval power; or that England can spare ships for war in America. America should take strong measures to put the army on a more respectable footing that it is at present. Washington suggests that a pointed address of members of Congress to their state legislatures might help strengthen defense. In hand of Richard Kidder Meade.
