- Summary
- Report on Madison's Resolutions of April 18th. Feels that U.S. will lose much by transferring negotiations to Madrid. More honorable to have foreign powers send ambassadors to us. Also, negotiator in closer touch with government. Spain will think this is only a bid for time, not a means of improving the circumstances of negotiation. Doubts that Spain would enter into negotiations with Jefferson under terms of resolutions as they give him no power to conclude a treaty, but only to confer. If Congress does not agree with him on this point, however, Jefferson well qualified for task and Jay will support him.
