Summary
Copy of extract from proceedings of Congress for this date. Pinckney's motion, seconded by Edward Carrington that since nine states did not vote to change Jay's instructions, he cannot negotiate constitutionally under the new instructions but must proceed under the old ones. An appeal made from the judgment of the chair that a question set aside by a previous question could not again be brought up to be voted on. On the question as to whether this ruling should be reversed Pinckney lost. Pinckney then proposed that the injunction of secrecy be lifted to allow the delegates in Congress to communicate the acts and questions passed in Congress on this subject to the legislatures of the several states. This question was lost also.
