Summary:
Congress believe they have an undoubted right to the territory within the limits specified in the treaty of peace with Britain of 1783 but they do not want anything to disturb the good understanding between Spain and America. Think the subject of controversy between the two nations will be adjusted to mutual satisfaction of both. Georgia disavows the appointment of Thomas Green to be governor in the area claimed by Spain and Spanish citizens are not to be disturbed in their possessions in this territory.
