Summary
Asks Jay to obtain quick action on the enclosed memorial: The Congress of the U.S. having power to handle the boundaries of this nation, the state of Georgia had no right to comprehend within their territory some territory conquered by Spain and to put over this territory a man by the name of Governor Green. He should not have moreover recurred to the Spain commandant at Natchez with his pretension. Green seems to have a sinister purpose in mind and his action has alarmed the frontier. In 1782 Green came with a number of settlers to settle near Natchez under the Spanish government. The permission was given, but he has now gone over to the jurisdiction of Georgia. Hopes Congress will prevent any alteration in territories in this area. Wants Jay to communicate to him the resolution of Congress on the matter without delay.
