Summary
The part of Jay's instructions which required him to inform Congress of
every move in his negotiation with Gardoqui before he made it revoked and instructed to
inform Diego de Gardoqui of the territorial claims of America to the navigation of the
Mississippi from source to ocean and he will sign no treaty with Diego de Gardoqui
before first communicating it to Congress for their approbation.
