- Statement of state of relations between Holland and U.S.: Austria demands that Holland open the Scheld and give free navigation of route to the Indies. These rights belong to Holland by their treaty with Spain in 1648. His Imperial Majesty sending troops against Holland. In 1715 the Low countries were given into the possession of Austria. In 1732 the Low Countries had to join the treaty of Vienna. By it all their trade with the East Indies was to cease forever. Scheld open at this time but not East Scheld over which Austria had no jurisdiction. The Dutch stopped a vessel trying to sail up the Scheld to Anvers. The Low Countries have been patient under much injustice. They think other countries will aid them.
