Summary
General DuPortail is very eager that a decision be made about his affairs bassoon as possible. He has asked Washington to tell Congress that the matter of his stay in the United States should not be linked with the acceptance of the plan he proposed. If his services are thought necessary he will be happy to remain. Washington himself thinks that DuPortail's presence is very much needed for future offensive and defensive military operations.
