Summary
Report on Massachusetts complaint that the people of New Brunswick were trying to extend their jurisdiction to Moose Island: The people of Massachusetts should without delay and ostentation garrison such places in their actual possession as are most exposed. They should not be so large as to give alarm but should be to overawe the New Brunswick officers. Should only act if attacked. We should be prepared for war but never provoke it. France should be informed of the dispute and asked to cooperate with us in settling it.
