Summary
Jay suggests the following letter to Marbois: Has laid his resignation before Congress. Marbois' time in the U.S. has been very satisfactory and best wishes for prosperity and happiness in new position as indentant at St. Domingo. Sure that those friendly to the U.S. will be appointed to serve here. The appointment of Otto considered a mark of French friendship for the U.S. Jay adds his own best wishes.
