- Captain Stanhope's letter to Governor Bowdoin disregarded his recommendation to seek redress from insults through the laws of the state of Massachusetts and was highly disrespectful. Respect for government based on the rectitude of its position and it should never be ill-treated with impunity. Such conduct tends to alienate the good will of the other. The papers should be sent to the British Minister with the statement that only a desire to maintain good will prevents a protest being made. Sure Britain will be as displeased as Congress by the correspondence. Sure Britain will consider this instance of moderation in its true light. (enclosures)
