- Summary
- Every sovereign has a right to admit consuls on its own terms. It is more to the advantage of a foreign country to have consuls in our country than for us to have them abroad because their citizens are not as free as ours. Our consuls should in the future be under the laws of the country in which they are residing, and consuls of foreign countries should be under the laws of the U.S. Soderstrom should be recognized only if he presents the proper forms.
