- On letter of Adams of 22 June 1784: American independence was complete on 4 July 1776 when announced; American independence should not be connected with the peace treaty of 1783; a letter should be sent to all the sovereigns of Europe stating the exact date when war ended between U.S. and Britain and enclosing a copy of the peace treaty; the letter should also contain a request to form a commercial treaty with the country on the basis of reciprocity.
