- Summary
- Reports on progress of negotiations with Gardoqui. Gardoqui adamant on refusing Americans rights on Mississippi. Jay believes he has obtained an adjustment which will save the right of such navigation but suspend its use until expiration of the treaty. Believes Gardoqui willing to negotiate on territorial claims outside the Floridas. Gardoqui seems ready to consider Commission settlement of lands in dispute. Atmosphere of negotiations most unpleasant. Hopes U.S. can adopt some stable policy toward Spain especially while G. is here as he feels G. is ready to cooperate with America.
