- Pertains to admission of Phineas Bond as Consul and commercial agent of Great Britain. Jay suggests that Bond be received as a consul despite the lack of a commercial treaty with Britain; this should be communicated to Adams and should be noted as an evidence of Congress' wish to encourage friendship between the two states. As the office of Commissary for commercial affairs is an unlimited one, Jay suggests Britain may intend to constitute Bond a quasi-minister. No commissaries having previously received, it is suggested that this commission be returned, and the offer declined.
