- Jay reports on motion made in Congress 27 July and referred to his Office. Motion proposes that U.S. Minister to France take lead in organizing a confederacy against the pirates of the Barbary States. John Jay advises against such an attempt as the U.S. Is not able at this time to furnish her share of the men, ships and money for such a confederacy and, thus, could scarce take the lead in its organization. Filed with Jay's report is the manuscript of the Congressional resolve of 27 July, which includes a list of nations with interests in joining the proposed confederacy.
