Summary
Madison's motion of April 18, referred to Secretary for Foreign Affairs. Resolves that American Minister to France proceed to Madrid to assure Spain of American friendship and determination settle peaceably question of Mississippi navigation and enter into any necessary negotiations. Sec. for Foreign Affairs to make necessary arrangements and provide letter of credence for Minister to France and inform Gardoqui of change in method of negotiating with his Government.
