Summary
John Phelon, commissioner of army accounts has absconded it is thought to Canada with some of the certificate paper of that office. He has counterfeited the securities of the U.S. We should not demand his extradition on the ground of right since under the law of nations a nation does not have to give up a foreign offender. The Governor no doubt would have to obtain the permission of his court for such a release. Does Congress have this power? Do the states? Jay thinks not. Measures should be referred to the discretion of the Commissioners of the Treasury.
