- Spain continues its policy of delay. Even with all Franklin's exertions some of Jay's bills may have to be protested. Jay afflicted with rheumatism right now. Cannot read Livingston's letter of 13 Dec. for want of a key to the cypher. Thomson's cypher should not be used again as it has been inspected by the Spanish post office. Jay intends to continue to exercise perseverance and patience. Cool policy rather than resentment should dictate whether Jay is recalled or not. Jay would like to go to France or Holland to confer with Franklin or Adams on his recall. Jay wants to push the court to a categorical answer but Montmorin opposes it.
