- undated and incomplete record kept by Silas Deane of motions and debates in Continental Congress. Jay for a militia law if it were as innocent as it is wise. After amendments it was carried unanimously. Jay against the motion to extend payment of debts to land. He also asserted that amendments to the motion as just the same as the motion. New York voted against the motion. Jay wanted to include flax-seed, iron, oil, furs, skins, potash and lumber in nonimportation bill.
