- Forwards paper containing account of Monroe's reception at Paris: "I do not believe that you personally will much envy Mr. Monroe the honour of the fraternal kiss which he has received; and if such an exhibition is thought not to degrade an American Minister I know not why it should become matter of complaint on the part of the British Government." Grenville allows himself some "private" remarks on the attitude of the American government concerning the French and, in particular, the opinions of Secretary Randolph, as expressed in letters forwarded to Grenville. Fines Randolph language undiplomatic and "partisan". This attitude and its continued expression can do much harm to the negotiations he and John Jay have undertaken. Knows that John Jay would regret this as much as would he.
