Summary
Sends Livingston a copy of the letter from Marbois to Vergennes against American participation in the fishery. France wanted America to treat with Britain under Oswald's first commission and Jay refused. Aranda does not present powers to Jay and yet wants him to treat with him. Jay will not sign a peace which does not give America the fishery.
