- Has sent a letter with a copy of the preliminaries. Negotiations with Spain are at a standstill. The Commissioners in Paris are perfectly harmonious. There has not been the least division. "Mr. Adams was particularly useful respecting the eastern boundary, and Doctor Franklin's firmness and exertions on the subject of the Tories did us much service." Encloses a letter from Dr. Franklin to Oswald which "is written with a degree of acuteness and spirit seldom to be met with in persons of his age."
