- Summary
- Barclay's refusal of the patents has astonished the Africans, and also many Europeans, and redounds to his credit. He was on his way to Russia, which has signed a commercial treaty with France, but was detained by an Assembly of Notables, a rare occasion, but one which reflects honor upon the King's interest in the welfare of the nation. Massachusetts troubles do not seem as serious as they are made out in Europe. However he hopes well to the Convention, and knows that each state contains within itself sufficient strength and public magnanimity to overcome these domestic troubles.
