- Summary
- Feels that the militia bill should be passed, since its future inadequacies can be corrected by amendment. National expenses should not be left to state provision, but "the Nation should take Care of itself." Wishes for peace with France, and "to have the better chance for it, wish to be well prepared for war." Hopes the negotiation, even if unsuccessful, will produce union among the well disposed parties. The Session promises well; hopes some useful laws will be passed.
