- Reply to Bayard's letter of same date. As for agents of American claimants who have asked Bayard to assume prosecution--and expenses of their cases, thinks it best to wait for instructions from Sec. Randolph on subject. Thinks Crockitt and Townley should be given business of acting as Proctors for U.S. claimants because of their long and faithful service to U.S. Government. If, however, Slade has reason to expect at least some of this business, he should be given not more than fifty cases. Will do all he can to provide for financial end of prosecuting of cases.
