- Protests against an act of Virginia placing import duties upon produce received in that state from foreign nations. In particular the Dutch object to the violation of the "Most favored nation" clause of their treaty of the U.S. and Netherlands. The Virginia act places an impost on all brandies, except those imported from the dominions of the King of France.
