Summary
Reply to Randolph's letter of 11 and 20 October. Bayard is on his way from Falmouth to London. Since Treaty may not arrive in London after its ratification by U.S. before he departs, suggests that Pinckney be empowered to exchange ratifications. Deciphered coded message reads: "This treaty may be used to open the Mississippi and rivers running thru Florida."
