- Treaty signed the 19th. Treaty and letters being dispatched. Asks for "earliest advices" on Treaty; feels that some of articles in Treaty will strengthen U.S. position in negotiating with other powers on extensions of commerce. Convinced of friendly disposition of Britain toward U.S. Especially pleased with Canada article in Treaty. Is sure Randolph will be gratified by having Treaty concluded during his occupancy of Secretaryship.
