- Summary
- Receipt of Randolph's letters of August and September. Has material for letter as long as that of September 13, but cannot spare time from negotiations. Jay and Grenville have agreed to incorporate two projets into one treaty. Jay submitted a draught of proposed single treaty; Grenville has revised the draught. Jay and Grenville now discussing points of difference. Jay will not agree to allowing goods for Indian trade to pass from Canada to Indians within U.S. duty free. Also sees strong objections to ending alien tonnage and impost. Had long discussion with Grenville on Friday. Thinks negotiations will terminate one way or the other shortly. Have suspended discussions of northwest U.S. boundary until River St. Croix surveyed. Thinks Canada and Indian trade will be opened to U.S. but not navigation of St. Lawrence from sea. June 1, 1796 earliest date he can get for post evacuation.
