- Ian Heineken, one of the agents of the Prussian ship Minerva, wrote a memorial on a decree of the court of appeals in cases of capture. He earlier presented a memorial on the same subject. The judges have not reported their decision in this case. Congress should inquire if the judges have received the memorial and if they have they should appear before Congress to show cause why they have not complied with it.
