- The manner of receiving Gardoqui should be: he should leave his commission and letters of credence with President of Congress. He shall be taken to the House and introduced to Congress. Gardoqui will then give his letters to Secretary of Congress and read a translation of them. He can then deliver remarks which Congress will consider.
