- Summary
- A system for regulating the trade of the U.S. should be formed, before any more trade treaties formed. Comments on treaty submitted: inexpedient to make the conduct of the parties to most favored nations the rule of conduct towards each other: 1) other nations have regulated their trade and we have not; 2) different regulations between us and nations merely European and those partly European and partly American; 3) it will cause disputes not easily settled; 4) one power may not be able to reciprocate favors in kind; 5) we may want to grant to one what we do not to another; 6) our trade free to all and we have few to grant to any. We should not grant absolute freedom to sell in U.S. all productions and manufactures without exception. Some articles should be prohibited completely to prevent clandestine entry. Laying of embargoes should not be suspended. The duration of the treaties should be limited.
