Summary
Marbois does not know how he should deliver the letter from King of France
telling of the birth of a prince to the President of Congress. Jay thinks a distinction
should be made between a Charge des affaires, a minister plenipotentiary, and an
ambassador. In this case Jay thinks he should conduct Marbois to Lee's house with the
letter.
