- On John Lamb's petition: we should have treaties of peace and amity with the states of Barbary; We should give presents of naval and military stores; Lamb should be the agent of the American plenipotentiaries in Europe in making such treaties; The European states will not like to see American merchants in these waters so our negotiation should be commenced by using the talents of our plenipotentiaries in Europe and asking France for friendly assistance.
