- Refers to letters enclosed. Votes of insurgents in Pennsylvania to be taken yesterday on question of submission or resistance. Randolph cannot conceive of further resistance. Does not understand how the rebels can even consider it--they are opposed by men of property in their own area; have no discipline or military supplies; militia of neighboring states ready to march on them; few in numbers and cut off from sea. Randolph continues to write "ineffectual remonstrances to Mr. Hammond on Governor Simcoe's perpetual encroachments." Fears for outcome of John Jay's negotiations if Dorchester and Simcoe go unchecked.
