Summary
Sends John Jay Hammond's letter of 30 July 1794. If Hammond or the Ministry want any proof of American neutrality, cite action of Virginia militia in marching 70 miles to seize a vessel supposed to be under preparation as French privateer. Sends John Jay copy of the President's proclamation concerning Pennsylvania opposition to excise. Commissioners at hand to be present at mass meetings of farmers. Militia in readiness, if Commissioners fail to pacify farmers. Pennsylvania Governor unwilling to call out militia until all other means fail; has also sent commissioners; calling special session of legislature 1 September; thinks militia must be summoned from other states. Sends John Jay various documents concerning captures. Higgins on, sent to West Indies to collect documents, has died.
