- Reports on letters of 5 February from Clark & Nightingale and David Howell. Feels that Clark & Nightingale have just cause. Since Congress has not appointed successor to Adams, however, and as there is reason to believe that officials at Turks Island collaborated with Captain Drysdale, feels that Clark & Nightingale should follow ordinary course of judicial appeal and that it would be improper for Congress to interfere.
