Summary
Report on letter from Governor of Massachusetts of 11 August. Concerning fate of passengers on the brig Snow, now at anchor in Baltimore. John Jay feels there is no need for Congressional action. Points out means of redress already existing for States and citizens in the matter. Suggests that if Congress feels any action needed, legislation should be general and inclusive, not particular.
