- Reports on Adams letters of 24 and 27 February and makes suggestions concerning procedure to be followed in the event of Adams' resignation as U.S. Minister to London: This includes a vote of thanks to Adams from Congress; appointment of his successor in time to allow the new Minister to reach London and confer with Adams before Adams leaves the post. If a new Minister cannot be appointed in time, suggests the appointment of a charge des Affaires to handle business of American legation in the interval between Ministers-suggests Col. Smith for post. Asks Congress to ask with all due speed on these matters and the matter of joint posts held by Adams and Jefferson.
