- Report on Jefferson's letter of 9 January 1787, suggesting France may have forgotten about the consular convention, and that he may easily delay and gather information by going to southern France for his health. Jay proposes form of Commission to be issued to Jefferson to conclude the convention. He states that he does not believe the French will leave even a slight change in the Convention pass unnoticed, and that Jefferson should be willing to concede some points for the purpose of securing the limited term.
