- Instructions to Minister in London on subject of his letter of 4 March 1786 submitted to Congress as ordered: 1) Minister to admit that Articles 4 and 6 of Treaty have been violated in America and inform Great Britain that U.S. considers British to have violated Article 7. 2) 2) Minister to conclude convention with Britain concerning value of confiscated property and evacuation of western forts. 3) 3) Minister to try to have article inserted in the Convention for remission of all or part of interest accruing on private contracts during War and fix true construction of Declaration for ceasing Hostilities and stipulate compensation for all captures made contrary to it.
