Summary
Reports on papers referred to him by Congress concerning clashes between Virginians and North Carolinians and Spain. Recommends resolutions to be adopted by Congress concerning General Clarke's illegal seizure of Spanish property as described in act of Virginia Council. Suggests that it is fitting that Congress, not individual States make representations to foreign powers. Concerning Spanish interference with navigation of Mississippi by Thomas Amis of North Carolina, asserts conviction that Americans have rights on River and denial thereof by Spain must mean war if Spain will not back down. Asks that Congress instruct him on conduct desired re: Spain-negotiation or war? If treaty, what provisions to be contained. Encloses papers referred to in report concerning 2 incidents.
