Summary
Draft of letter to accompany diplomatic correspondence between U.S. and Britain over violations of treaty. Addressed to the Governors of the States. Letter points out the moral, as well as the practical, reasons why treaty of peace with Britain should not be violated. There is a general sovereignty vested in the U.S. in Congress to make wars and settle the peace. The states cannot by their statutes abridge treaty rights created by the action of their delegates in Congress.
