- Hartley will do what he can to influence his court in our favor but they do not yet seem to have a settled system toward America. The state of our domestic affairs has an unfavorable influence. The attitude in America on the article dealing with the Tories is looked on here as humiliating to Britain. Congress should ask the legislatures to provide for them and popular assemblies should not be allowed to usurp power from the lawful governments of the states.
