Summary
Sends Congress the letter of Sears and Smith with its enclosure on Soderstrom. Jay thinks that Soderstrom should present his credentials to Congress before he can be properly accredited as Consul of Sweden for Massachusetts. The Governor of Massachusetts should be informed of this procedure. A letter should be written to the Minister of Sweden asking that Soderstrom be immediately dismissed.
