- In last article of Jay Treaty mentions other articles to be added and which Mr. King will be authorized to negotiate with Britain. Asks the nature of subjects in those articles beside the impressments of American seamen. Also in the twelfth article, whether "neutral vessels should protect enemy's property and in what cases provisions not generally contraband may become such." Must give Mr. King's instructions within the week.
