- Is at present ill and unable to peruse the necessary papers in order to give a concise statement. However he will try to give Pickering some of the information he requested. Includes an extract from instructions of Congress to their Peace Commissioners telling them to confide all subjects to the ministers of France and to undertake nothing without their concurrence. Shows his disapproval of this policy in a letter to the President of Congress, 20 Sept. 1781, and extracts from two letters to Livingston, 18 Sept. and 13 Oct., 1782. Also includes an extract from a conference with Floridablanca on 23 Sept. 1780, revealing that the King of Spain had not known of the treaty between France and America, and that his resentment had nearly caused a rupture between the two Courts.
