- Summary
- Discusses the Convention of armed neutrality. Feels that the question of the length of duration of this convention is due to inaccurate expression of the eleventh article. John Jay's construction of this article is that the defensive alliance itself is to be limited to the period of the war, but that the principles declared therein are lasting ones. Although these principles had not yet become a part of the existing Laws of Nations, their recognition as such would be a desirable accomplishment.
