Summary
Treaty articles proposed by Gardoqui. Commercial relations between U.S.
and Spain to be on basis of reciprocity. Trade between European dominions of Spain and
the U.S. to be regulated and taxed on reciprocal principals. A tariff and consular
convention to be negotiated. Spanish King agrees that masts and timbers for his navy to
be purchased from U.S. in specie, provided the masts are not more expensive than Spain
can obtain them in Europe.
